The Ukrainian Parliament is considering significant reforms aimed at tightening regulations on rental properties. These changes, advocated by parliament member Olena Shuliak, include mandatory formal contracts for landlords and heavy fines for unreported rental income. If approved, these measures could transform the current rental landscape in Ukraine.
Among the proposed changes are:
- Minimum rental duration set at three years.
- Diversified tax rates: landlords with longer leases will benefit from lower tax rates, while short-term rentals will incur higher rates.
- Introduction of fines: penalties for unreported rental income ranging from 51,000 to 85,000 UAH, plus additional percentages on unpaid taxes.
Current Tax Obligation on Rental Income
As it stands, Ukrainian law requires individuals to declare rental income and pay a tax rate of 18% on personal income plus a 5% military levy, totaling 23%.
