Danilo Hetmansev, the chairman of the parliamentary tax committee, announced that the government is developing a mortgage program aimed at providing affordable housing for approximately 1 million families in Ukraine.
This announcement was made during a panel discussion titled "Mortgage in Ukraine: Economic or Social Tool?" at the First Affordable Mortgage Forum 2026. Hetmansev emphasized that the housing issue has become a pressing concern for the country's future, where mortgage options can no longer be viewed solely as economic or social choices.
He stated, "Various estimates suggest that a third of Ukrainians live below the poverty line, making housing not just an investment but an essential condition for stability and security. In times of war, mortgage financing is a necessary solution to the housing crisis."
